Unavoidable impacts to our water resources specifically stream, wetlands, and forests resulting from land development, public utilities infrastructure, and other development activities are permitted at the state and federal level under the regulatory authority of the Clean Water Act (Sections 401 & 404).  Compensation (Mitigation) must be provided through the preservation, enhancement, and/or restoration of aquatic resource functions and values within the watershed context of the authorized impacts.
